The Institute of Public Policy and World Affairs at Rockford University is presenting an eye-opening program that unravels “America’s Hidden Constitutional Dilemma.” Hidden, because most people know nothing about the movement under Article V of the Constitution by the States for a new Constitutional Convention ("Con Con"). All 27 of the present Amendments have been initiated by Congress. A State-called Con Con under Article V has never occurred since the Constitution was ratified in 1788, and by some counting (which is unclear), the necessary number of states have applied for a new Con Con to be scheduled.With no guidance under Article V for a State-called Con Con, there are issues as to what rules would be used, whether each state gets one vote or voting is proportional, how the delegates would be selected, what amendments could be considered, etc. Proposals include: a new Con Con in general, limiting the jurisdiction of each branch of government, eliminating direct election of Senators, allowing the President to serve more than two terms, allowing disproportionate numbers of people in congressional districts, federal spending, more gun control, less gun control, etc.
In today's polarized and divisive America, is there a real possibility of a runaway Constitutional Convention--and its unpredictable results, including a new U.S. Constitution? Could our system of checks and balances and separation of powers be altered? These are among many unanswered questions.
The program includes eminent scholars, professors, and practicing attorneys from diverse political and philosophical backgrounds.
