The COVID-19 pandemic catalyzed innovative practices across many sectors to accelerate the development and use of new tools and technologies in response to an emerging infectious disease outbreak. This public workshop will examine lessons learned in creating an environment that strengthens this progress in partnerships, communication channels, and coordination processes to support the rapid development and implementation of new vaccines, therapeutics, and diagnostic tests for future outbreak preparedness. A specific focus will be placed on broadening stakeholder partnerships early and throughout the outbreak preparedness and response process.

Workshop Background

A planning committee of the National Academies of Sciences, Engineering, and Medicine will organize and conduct a public workshop to explore innovative approaches sparked by COVID-19 to enhancing health systems preparedness and response to emerging infectious diseases. This workshop will consider basic scientific infrastructure and essential capabilities to support rapid development and deployment of medical countermeasures that are at the center of ongoing discussions for future pandemic response. Workshop participants will reflect on critical infrastructure for stakeholder coordination and innovations in the regulatory environment that can facilitate rapid and effective responses to emerging threats. Virtual and in-person discussions at this workshop will discuss opportunities to:

  • Broaden equitable collaboration, partnerships, and global coordination between academic, private, and public sectors, in particular with marginalized groups, that improve the research and development of medical countermeasures;
  • Establish frameworks that address challenges in the regulatory environment, specifically in the review and approval of necessary medical countermeasures;
  • Examine mechanisms for sustained financial, political, and managerial support of health security and preparedness programs; and
  • Enhance practical early stage communication strategies that support open science and promote public trust toward the biomedical research and public health enterprise.

Workshop discussions may also include the role of partnerships and early engagement of critical stakeholders who may not have always been included in previous disease outbreak responses (e.g., local leaders in community health, vulnerable populations, and civil society at large). The planning committee will organize the workshop, develop the agenda, select and invite speakers and discussants, and moderate or identify moderators for the discussions. The presentations and discussions of the workshop will be summarized in a proceedings, prepared by designated rapporteurs in accordance with institutional guidelines.


Masking and Vaccination Requirements: Effective as of August 16, 2022

All visitors to National Academies facilities — including volunteers, Academy members, invited guests, fellows, sponsors, presenters, vendors, contractors, consultants, temporary workers, and other non-staff — must be up to date with their vaccinations against COVID-19 per CDC guidance. Visitors must show their official COVID-19 Vaccination Record Card (or a digital photo of the card) to the security staff when they enter the facility.
