As health care spending approaches nearly one-fifth of the American economy, policymakers, employers, and stakeholders across the health care industry are seeking solutions to tackle the affordability crisis. According to Forbes, Idaho ranks 37th highest in health care spending in the nation.
On Tuesday, December 3rd, Regence BlueShield of Idaho will host a special event, Addressing Health Care Affordability: Insights for Idaho Employers and Lawmakers, convening state lawmakers, subject matter experts, and stakeholders across the industry to spotlight cost drivers and identify potential policy solutions to the health care affordability crisis.
During the event, the Health Care Cost Institute (HCCI) will unveil their commissioned study, highlighting market concentration and rising trends in health care spending in Idaho.

Speaker Details
Katie Martin, CEO & President, Health Care Cost Institute (HCCI)
Martin has worked in health policy for more than 20 years, mostly at the intersection of research and policy. She has been the President and CEO of the Health Care Cost Institute since 2022 where she combines her expertise in research, policy, distilling complex information, and problem solving.
Bill Kramer, Senior Advisor for Health Policy, Purchaser Business Group on Health (PBGH)
Kramer is Senior Advisor for Health Policy at the Purchaser Business Group on Health, where he works to improve health care quality, affordability, and equity. He is a nationally recognized expert in health policy, finance, and economics, with strong connections to the business community, health care industry leaders, policy experts and political leaders. Bill serves on the Congressional Budget Office’s Panel of Health Advisors and the Oregon Health Policy Board. Previously, Bill was a senior executive at Kaiser Permanente -- most recently as Chief Financial Officer for Kaiser’s Northwest Region.
