The National Commission for Culture and the Arts - National Committee on Archives (NCCA-NCA) along with our implementor, the West Visayas State University-College of Information and Communications Technology (WVSU-CICT) and Athenaeum Keepers, in partnership with the Philippine Librarians Association, Inc.-Western Visayas Region Librarians Council (PLAI-WVRLC) and the Society of Filipino Archivists (SFA) will be holding the 9th National Archives Congress (NAC) with the theme “Capacity Building on Digital Archiving and Preservation for Archives and Cultural Institutions,” and in conjunction with PLAI-WVRLC General Assembly on October 20-23, 2025 in Iloilo City.This activity/training aims to build the capacity of archivists, records managers, librarians, information professionals, museologists, and custodians/workers in heritage and cultural institutions in archiving, digital preservation, and ensuring equitable access to archival materials nationwide.
Specifically, the participants should be able to:
• Familiarize oneself with the basic concepts, definitions, and importance of digital archiving and preservation in the modern age.
• Identify key digital file formats, metadata, and how they impact long-term accessibility.
• Determine the different strategies and techniques used in digital preservation, including migration, emulation, and normalization.
• Discuss the legal and ethical issues related to archiving digital materials, including copyright, privacy, and ownership.
• Apply concepts, based on practical experiences, in digitizing materials and using digital archiving tools, software, and platforms.
• Discuss common challenges in digital archiving and preservation, and learn from best practices to ensure sustainability and access.
Previously, the NAC has been co-hosted by government agencies such as the LGUs of Vigan City, Davao City, San Fernando City, Pampanga, Bacolod City, Cebu City, Manila, and Pangasinan. This is NCCA’s way of partnering and working with culture and the arts stakeholders in the country. This year, we chose Iloilo as our host, given its rich records, archives, and museum and digitization programs.
