ABOUT THE WILLIAM BARCLAY PARSONS LECTURE:
The William Barclay Parsons Lecture series was installed in 2003 with the sponsorship of Parsons Brinckerhoff. It honors the ingenuity, resolve, and engineering achievements of General William Barclay Parsons and his contributions to the advancement of the field of underground engineering and infrastructure construction in New York City. William Barclay Parsons was the Chief Engineer of the New York Rapid Transit Commission that designed and constructed the first section of the New York City Subway in 1904. The lecture series is intended to focus on the state-of-the-art topics in geotechnical engineering with a particular emphasis on tunneling and underground construction.

LECTURE SUMMARY:
The construction or rehabilitation of road tunnels in Federally Protected Areas pose unique engineering challenges owing to the aesthetic, historic, environmental, and stakeholder requirements that often accompany these locations. John will provide examples of new and rehabilitated road tunnels in National Parks and National Scenic Areas and discuss the issues addressed and lessons learned for projects that enhance some of our nation’s most treasured places.
THE SPEAKER:
John Horne is a Senior Vice President with WSP USA in Portland, Oregon. He has 38 years of engineering experience in project management, engineering design, and heavy civil construction. His technical expertise includes geotechnical design of tunnels and bridges, geotechnical earthquake engineering, numerical modeling of soil-structure interaction, and construction performance of underground structures. He frequently contributes to value engineering and technical peer review of projects possessing complex geotechnical issues. John earned his BSME and BSCE from Oregon State University, and his MSCE and PhD from the University of Washington.
