ABOUT REBECCA KYSAR
Rebecca Kysar is a Professor of Law at Fordham Law School. She teaches and researches in the areas of tax policy, international taxation, legislation, and the budget process. Her recent scholarship examines international tax and the tax legislative and budget processes. She recently returned to Fordham after serving as a member of the Biden-Harris Presidential Transition Team and as a political appointee in the Biden Administration's Treasury Department. While at Treasury, Rebecca co-led global negotiations on a new international tax framework, with respect to which Secretary Janet Yellen described her as an "invaluable" partner and awarded her the Treasury Medal for her service. She also generally advised on the formulation of the Administration's domestic tax policies and served to shepherd other tax initiatives related to interagency process and administrative law.
The Richard Crawford Pugh Lecture
The Richard Crawford Pugh Lecture on Tax Law & Policy brings a distinguished practitioner, judge or government official who has played a significant role in shaping U.S. and international tax policy to the law school each year to discuss current and developing tax law and policy trends.
The endowed lecture was established in 2009 in honor of the long and illustrious career of USD's Professor of Law Emeritus Richard Crawford Pugh. Before coming to USD, Pugh was a professor at Columbia Law School, a deputy assistant U.S. attorney general (Tax Division), and a partner at the international law firm of Cleary, Gottlieb, Steen & Hamilton.

CAMPUS PARKING INFORMATION
The following locations have no maximum time. In these areas, vehicles must have a valid USD parking permit OR pay at a pay station or on the ParkMobile app. Those indivdiuals with valid USD parking permits are not required to pay in these areas:
- MPS (Main Parking Structure)
- WPS (West Parking Structure), W1 (West Parking Lot), and W2 (Gravel Lot)
- E3 (Jenny Craig Pavilion West Lot) and E6 (Manchester Village Field Lot)
All paid parking areas at USD operate as pay-by-plate. This means that a license plate number is required when making a payment at the pay station. It may be helpful to take a picture of your license plate after you park your vehicle. Once you have made your payment, there is no need to display your receipt on your dashboard.
The rates for parking in metered areas are $2.50 per hour and $18.00 for the full day.
The pay stations on campus accept coins as well as Visa & Mastercard credit/debit cards. They do not accept cash or American Express cards.
Please note your vehicle license plate number as USD operates as a pay-by-plate system. You will need this information as you pay at the pay station.
