2022 Puerto Rico Black Start Power Outage Tabletop Exercise
The Energy Policy Program from the Department of Economic Development and Commerce, the Puerto Rico Emergency Management Bureau (PREMB) and the Federal Emergency Management Agency’s (FEMA) Caribbean Area Office (CAO) invite you to participate in the first power restoration tabletop exercise 2022 Puerto Rico Black Start Power Outage Tabletop Exercise. This exercise will take place on June 29th, 2022, from 8:30 am to 2:30 pm at the Sheraton Convention Center Hotel.
The focus of this event will be on two different scenarios that includes a major disaster emergency declaration and a steady state major power outage scenario. The exercise will only consider the activation of the Emergency Support Function -12 (ESF-12) Energy component of the Emergency Operations Center and will provide participants an opportunity to discuss their respective approaches to a multi-day power outage and examine alignment of operational plans for 1) coordinating power restoration operations, 2) building situational awareness, and 3) providing unified public messaging.
This event will provide participants with insight into planning, preparedness, and best practices for the energy emergency response team under this type of scenarios. The event will host executive leadership from all organizations as well as their identified players – who will be the ones interacting in the posed scenarios. There will also be observers from other organizations, which will be provided a holistic view of the energy emergency recovery and response operations under similar circumstances.
